Budget Office Brings New Analysts On Board

UC Merced’s Budget Office announced this week the addition of staff members to the department’s ranks. All are slated to start their new positions on Tuesday, Feb. 19. Campus community members might already be familiar with two of the hires, as they currently hold other positions at UC Merced.

“We are extremely excited to bring these three highly talented individuals into the Budget Office at this critical time of campus growth and development,” said Budget Director Kathleen A. Jefferds.The new hires will join the office as budget analysts and their biographies are below:

Julie Archuleta brings a great deal of experience to her new role in the Budget Office. She’s been a member of UC Merced’s staff for eight years, most recently in Environmental Health and Safety, and served three years on a partial appointment with UCOP Risk Services. In that role, she developed and rolled out UCOP’s Risk Services SharePoint sites, performed data analysis, and assisted the Cognos team with testing and reporting. In addition to assisting the Budget Office on three separate occasions, Archuleta is a SharePoint power user/developer and is highly proficient with Excel and several other software systems. Before joining the UC, Julie earned a bachelor’s degree in accounting from Utah State University and worked as an accountant, superintendent and project manager for privately held construction companies and as an accountant for Microsoft Licensing, Inc.

Mary Ann Coughlin joins the team with three years' experience at UC Merced, first in the Graduate Division and most recently, the Academic Senate. Coughlin worked with Human Resources and Academic Personnel in the development of policies and procedures, and possesses solid experience with several software tools and programs. She earned dual bachelor’s degrees from UCLA in economics/international area studies and French. She earned her MBA from the University of Notre Dame with a concentration in corporate finance. Before joining UC Merced in 2010, Coughlin worked as a personal banker and assistant manager at Bank of America.

Emma Loethen joins UC Merced after spending the past three years with the city of Modesto as a financial analyst. There, her responsibilities included establishing and maintaining fiscal records in the areas of fiscal compliance, finance, budget, bonds, and other statistical evaluations and analyses. Loethen also spent 10 years working for the Merced County Sheriff’s Department, where she rose within the ranks to become an administrative supervisor and managed the department’s $45 million annual budget. Like her new colleagues, Loethen is highly proficient in an array of software tools and programs. She earned a bachelor’s degree from the University of Phoenix and expects to receive her MBA later this year.
